Upon receiving the report of the returns of an election and referendum, the Commissioner of the State Department of Agriculture shall determine:

1. 1. The number of votes cast for and against the referendum proposition;
2. 2. The total volume of production of the commodity during the relevant production period;
3. 3. The percentage of the total volume of production of the commodity that was produced by those voting in favor of the referendum proposition; and
4. 4. The appropriate number of candidates receiving the highest number of votes for membership on the commodity producers board.
