Okla. Stat. tit. 2, § 16-54
The Board may sell, exchange or lease or otherwise dispose of any lands under its jurisdiction by the provisions of this act when in its judgment it is advantageous to the state to do so. All such sales, exchanges or leases, or dispositions of such lands shall be at least upon a thirty-day public notice, to be given in the manner deemed reasonable by the said Board, and shall be by sealed competitive bids and awarded to the highest bidder.
