After the effective date of this act, no association shall move its home office designated in the certificate of incorporation from its immediate vicinity, or change its name except with permission granted by order of the Commissioner. In the event permission is granted to move the home office to a town or city other than that named in the association's certificate of incorporation or to change the name, an amended certificate of incorporation shall be filed.
