Any subsidy decision by the Department of Human Services, which the placement agency or the adoptive parent or parents deem adverse to the child, shall be reviewable before a Subsidized Adoption Review Committee established by the Department of Human Services. The committee shall consist of five (5) members with two of the members being representatives of private, nonprofit child-placing agencies not party to the appeal.
