No person, other than the parents, or persons related to the child within the third degree of the child, the Department of Human Services, or a child-placing agency, may accept the permanent care and custody of a child except in accordance with the decree of a court of competent jurisdiction or as otherwise provided by the Oklahoma Children's Code, the Oklahoma Adoption Code, the Oklahoma Guardianship and Conservatorship Act or the Oklahoma Child Care Facilities Licensing Act.
