The purpose of this Subchapter is to outline the rules governing the operation of the Office of Client Advocacy (OCA). Rules relating to:

1. (1) investigations conducted by OCA are found in Subchapter 3;
2. (2) grievance systems maintained by OCA are found in Subchapter 5;
3. (3) the Grievance and Abuse Review Committee (GARC) are found in Subchapter 7; and
4. (4) OCA Advocacy Programs are found in Subchapter 9.
