1. (A)

   1. (1) No person shall act as or perform the functions of a dog broker in this state without a dog broker license issued by the director of agriculture in accordance with this section and rules adopted under section 956.03 of the Revised Code.
   2. (2) The director shall not issue a license under this section unless the director determines that the applicant will act as or perform the functions of a dog broker in accordance with this chapter and rules adopted under it.
2. (B) A person who is proposing to act as or perform the functions of a dog broker shall submit an application for a license to the director. During the month of December, but before the first day of January of the next year, a person who is proposing to continue to act as or perform the functions of a dog broker shall obtain a license from the director for the following year.

3. (C) The director shall issue a dog broker license in accordance with Chapter 4796. of the Revised Code to a person if either of the following applies:

   1. (1) The person holds a license in another state.
   2. (2) The person has satisfactory work experience, a government certification, or a private certification as described in that chapter as a dog broker in a state that does not issue that license.
