Except as otherwise required by federal statute or regulation, no medicaid payment for any medicaid service shall exceed the following:

1. (A) If the medicaid provider is a hospital, nursing facility, or ICF/IID, the limits established under Subpart C of 42 C.F.R. Part 447;
2. (B) If the medicaid provider is other than a provider described in division (A) of this section, the authorized payment limits for the same service under the medicare program.
