(A) In addition to other authority granted the director of developmental disabilities for use of funds appropriated to the department of developmental disabilities, the director may use such funds for the following purposes:

1. (1) All of the following to assist persons with developmental disabilities remain in the community and avoid institutionalization:

   1. (a) Behavioral and short-term interventions;
   2. (b) Residential services;
   3. (c) Supported living.
2. (2) Respite care services;

3. (3) Staff training to help the following personnel serve persons with developmental disabilities in the community:

   1. (a) Employees of, and personnel under contract with, county boards of developmental disabilities;
   2. (b) Employees of providers of supported living;
   3. (c) Employees of providers of residential services;
   4. (d) Other personnel the director identifies.
