(B) The amounts collected from the fees charged under this section shall be deposited into the department of developmental disabilities administration and oversight fund, which is hereby created in the state treasury. The department shall use the money in the fund for both of the following purposes:

1. (1) Medicaid administrative costs, including administrative and oversight costs of medicaid case management services and home and community-based services. The administrative and oversight costs of medicaid case management services and home and community-based services shall include costs for staff, systems, and other resources the department needs and dedicates solely to the following duties associated with the services:

   1. (a) Eligibility determinations;
   2. (b) Training;
   3. (c) Fiscal management;
   4. (d) Claims processing;
   5. (e) Quality assurance oversight;
   6. (f) Other duties the department identifies.
2. (2) Providing technical support to county boards with respect to their medicaid local administrative authority under section 5126.055 of the Revised Code for the services.
