Chapter 5120. of the Revised Code attempts:

1. (A) To provide humane and scientific treatment and care and the highest attainable degree of individual development for the dependent wards of the state;
2. (B) To provide for the delinquent, conditions of modern education and training that will restore the largest possible portion of them to useful citizenship;
3. (C) To promote the study of the causes of dependency and delinquency, and of mental, moral, and physical defects, with a view to cure and ultimate prevention;
4. (D) To secure by uniform and systematic management the highest attainable degree of economy in the administration of the state institutions. Such sections shall be liberally construed to attain such purposes.
