As used in sections 5101.89 to 5101.899 of the Revised Code:

1. (A) "Youth" means a person who is any of the following:

   1. (1) Less than eighteen years of age;
   2. (2) An emancipated young adult;
   3. (3) Is in the temporary or permanent custody of a public children services agency, a planned permanent living arrangement, or in the Title-IV-E-eligible care and placement responsibility of a juvenile court or other governmental agency that provides Title IV-E reimbursable placement services.
2. (B) "Emancipated young adult" has the same meaning as in section 5180.42 of the Revised Code.
