Ohio Rev. Code Ann. § 5101.803
(A) Subject to division (E) of section 5101.801 of the Revised Code, there is hereby created the Title IV-A demonstration program to provide funding for innovative and promising prevention and intervention projects that meet one or more of the four purposes of the temporary assistance for needy families block grant as specified in 42 U.S.C. 601 and are for individuals with specific and multiple barriers to achieving or maintaining self-sufficiency and personal responsibility. The department of job and family services and the department of children and youth, as applicable, may provide funding for such projects to government entities and, to the extent permitted by federal law, private, not-for-profit entities with which either department enters into agreements under division (B)(2) of section 5101.801 of the Revised Code. In accordance with criteria the department develops, the department of job and family services or the department of children and youth, as applicable, may solicit proposals from entities seeking to enter into an agreement with the applicable department under division (B)(2) of section 5101.801 of the Revised Code. The department of job and family services or the department of children and youth, as applicable, may enter into such agreements with entities that do both of the following:
