The department of job and family services or the department of children and youth may appoint and commission any competent officer, employee, agency, or person to serve as a special agent, investigator, or representative to perform a designated duty for and in behalf of the department. Specific credentials shall be given by the department to each person so designated, and each credential shall state:

1. (A) The person's name;
2. (B) Agency with which such person is connected;
3. (C) Purpose of appointment;
4. (D) Date of expiration of appointment, if appropriate;
5. (E) Such information as the department considers proper.
