1. (A)

   1. (1) On the last business day of every month or on a more frequent schedule as determined by the registrar of motor vehicles, each deputy registrar shall submit a verification form to the registrar that contains the following information:

      1. (a) The number of identification cards and temporary identification cards issued or renewed under section 4507.50 of the Revised Code during the established schedule without payment of any fees;
      2. (b) The number of replacement identification cards issued under section 4507.52 of the Revised Code during the established schedule without payment of any fees.
   2. (2) The registrar shall establish the necessary verification form and the manner and frequency in which the form shall be submitted.

2. (B) The registrar shall reimburse each deputy registrar for the deputy registrar's services in issuing identification cards, based on the information submitted in accordance with division (A) of this section, in the following amounts:

   1. (1) The amount established under section 4503.038 of the Revised Code for each card issued under section 4507.50 of the Revised Code that will expire on the applicant's birthday four years after the date of issuance;
   2. (2) Two times the amount established under section 4503.038 of the Revised Code for each card issued under section 4507.50 of the Revised Code that will expire on the applicant's birthday eight years after the date of issuance;
   3. (3) One dollar and fifty cents for the authentication of documents for each card issued under section 4507.50 of the Revised Code that will expire on the applicant's birthday four years after the date of issuance;
   4. (4) Three dollars for the authentication of documents for each card issued under section 4507.50 of the Revised Code that will expire on the applicant's birthday eight years after the date of issuance;
   5. (5) The amount established under section 4503.038 of the Revised Code for each replacement card issued under section 4507.52 of the Revised Code.
3. (C) The registrar may adopt any rules necessary to implement and administer this section. Notwithstanding any provision of section 121.95 of the Revised Code to the contrary, a regulatory restriction contained in a rule adopted under this section is not subject to sections 121.95 to 121.953 of the Revised Code.
