Ohio Rev. Code Ann. § 4141.42
( A) As used in this section, "critical infrastructure," "disaster response period," "disaster work," and " qualifying employee" have the same meanings as in section 5703.94 of the Revised Code. (B ) The director of job and family services may enter into reciprocal agreements with departments charged with the administration of the unemployment compensation law of any other state or the United States or Canada for the purpose of determining and placing the liability of an employer for the payment of contributions for services rendered within this state or such other jurisdiction, or both, and to provide that the jurisdiction authorized to collect the contributions shall determine the benefit rights which may arise in connection with such services and assume the liability for the payment of the benefits. ( C) An agreement described in division (B) of this section shall provide that an employer is not liable for disaster work performed in this state during a disaster response period by either of the following:
