1. (A) The underground technical committee may conduct meetings in person, by teleconference, or by video conference.
2. (B) The committee shall establish a primary meeting location that is open and accessible to the public.
3. (C) Before convening a meeting by teleconference or video conference, the committee shall send, via electronic mail, or United States postal service, a copy of meeting-related documents to each committee member.
4. (D) The minutes of each meeting shall specify who was attending by teleconference, who was attending by video conference, and who was physically present. Any vote taken in a meeting held by teleconference that is not unanimous shall be recorded as a roll call vote.
