There is hereby created the hospital measures advisory council. The council shall consist of the following members:

1. (A) The director of health;
2. (B) The superintendent of insurance;
3. (C) The executive director of the commission on minority health or the executive director's designee;
4. (D) Two members of the house of representatives, from different political parties, appointed by the speaker of the house of representatives;
5. (E) Two members of the senate, from different political parties, appointed by the president of the senate;

6. (F) One representative of each of the following appointed by the speaker of the house of representatives:

   1. (1) Health insurers;
   2. (2) Small employers;
   3. (3) Organized labor;
   4. (4) Physicians in general practice;
   5. (5) Childrens' hospitals.

7. (G) One representative of each of the following appointed by the president of the senate:

   1. (1) Physicians specializing in public health;
   2. (2) Hospitals;
   3. (3) Health services researchers;
   4. (4) Health care consumers;
   5. (5) Large employers.
