As used in sections 3354.19 to 3354.21 of the Revised Code, "displaced homemaker" means an individual who:

1. (A) Is twenty-seven years of age or older;
2. (B) Has worked without pay as a homemaker for his or her family;
3. (C) Is not gainfully employed and has had, or would be likely to have, difficulty in securing employment; and
4. (D) Has either been deprived of the support of a person on whom he or she was dependent, or has become ineligible for public assistance as the parent of a needy child.
