(A) Notwithstanding any other provision of the Revised Code or any rule adopted by the state board of education to the contrary, the state board shall issue an alternative resident educator license under division (C) of section 3319.26 of the Revised Code to each applicant who meets the following conditions:

1. (1) Holds a bachelor's degree from an accredited institution of higher education;

2. (2) Has successfully completed one of the following:

   1. (a) Graduation from an American Montessori society-affiliated teacher education program;
   2. (b) Receipt of a certificate from the association Montessori internationale.
3. (3) Is employed in a school that operates a program that uses the Montessori method endorsed by the American Montessori society or the association Montessori internationale as its primary method of instruction.
