(A) The department of education shall compute and pay in accordance with this section additional state aid for preschool special education children to each city, local, and exempted village school district and to each institution, as defined in section 3323.091 of the Revised Code. Funding shall be provided for children who are not enrolled in kindergarten and who are under age six on the thirtieth day of September of the academic year, or on the first day of August of the academic year if the school district in which the child is enrolled has adopted a resolution under division (A)(3) of section 3321.01 of the Revised Code, but not less than age three on the first day of December of the academic year. The additional state aid shall be calculated under the following formula: ($4,000 X the number of preschool special education children) + the sum of the following:

1. (1) The district's or institution's category one special education preschool students X the amount specified in division (A) of section 3317.013 of the Revised Code X the district's state share index X 0.50;
2. (2) The district's or institution's category two special education preschool students X the amount specified in division (B) of section 3317.013 of the Revised Code X the district's state share index X 0.50;
3. (3) The district's or institution's category three special education preschool students X the amount specified in division (C) of section 3317.013 of the Revised Code X the district's state share index X 0.50;
4. (4) The district's or institution's category four special education preschool students X the amount specified in division (D) of section 3317.013 of the Revised Code X the district's state share index X 0.50;
5. (5) The district's or institution's category five special education preschool students X the amount specified in division (E) of section 3317.013 of the Revised Code X the district's state share index X 0.50;
6. (6) The district's or institution's category six special education preschool students X the amount specified in division (F) of section 3317.013 of the Revised Code X the district's state share index X 0.50. The special education disability categories for preschool children used in this section are the same categories prescribed in section 3317.013 of the Revised Code. As used in division (A) of this section, the state share index of a student enrolled in an institution is the state share index of the school district in which the student is entitled to attend school under section 3313.64 or 3313.65 of the Revised Code.
