Messages of the governor, and the inaugural address of the governor-elect, shall be printed in pamphlet form and distributed as follows:

1. (A) To the governor delivering a message or address, two hundred fifty copies;
2. (B) To each member of the general assembly, five copies;
3. (C) To the state library, two copies.
