1. (a) products in the manufacture of which milk fat, other milk solids and water are permitted ingredients; or

2. (b) in the manufacture of butter and skimmed milk powder (nonfat dry milk solids).

   Except as provided herein, no milk rinsings or mixture or product thereof shall be sold or used as human food.
