2. Such residential parking permit system may only be established within the area known as East Meadow of the town consisting of the following roadways:

1. (a) Roosevelt Avenue west of Prospect Avenue;
2. (b) Jefferson Street west of Prospect Avenue;
3. (c) First Street west of Prospect Avenue;
4. (d) Second Street West of Prospect Avenue;
5. (e) Third Street west of Prospect Avenue;
6. (f) Fourth Street west of Prospect Avenue;
7. (g) Clearmeadow Drive;
8. (h) Nottingham Road;
9. (i) Florence Court;
10. (j) Jane Court;
11. (k) Dofena Lane;
12. (l) Franklin Avenue north of 4th Street;
13. (m) Bailey Avenue;
14. (n) Franklin Avenue, north of 7th Street and south of Hempstead Turnpike;
15. (o) Lincoln Avenue, north of 7th Street and south of Roosevelt Avenue;
16. (p) 5th Street, west of Prospect Avenue;
17. (q) 6th Street, west of Prospect Avenue;
18. (r) 7th Street, west of Prospect Avenue;
19. (s) Pengon Circle;
20. (t) Lois Court;
21. (u) Erma Drive;
22. (v) Ava Drive;
23. (w) Dorothy Drive;
24. (x) Barbara Drive;
25. (y) Rose Drive;
26. (z) Bly Road;
27. (aa) Marion Drive; and
28. (bb) Conti Square Boulevard.

4. The local law or ordinance providing for such residential parking system shall:

1. (a) set forth factors necessitating the enactment of such parking system;
2. (b) provide that motor vehicles registered pursuant to section four hundred four-a of this chapter shall be exempt from any permit requirement;
3. (c) provide the times of day and days of the week during which permit requirements shall be in effect;
4. (d) make not less than fifteen percent of the spaces within the permit area available to nonresidents, and shall provide short term parking of not less than sixty minutes in duration in the permit area;
5. (e) provide the schedule of fees to be paid for such permits; and
6. (f) provide that such fees shall be credited to the general fund of the town of Hempstead unless otherwise specified in such local law.
