Children's non-regulated camps

(a) All children's non-regulated camps, as defined in subdivision one of section three hundred ninety-eight-f of the general business law, shall register annually with the department. Such registration shall include the location of the non-regulated camp and how many children attended the camp in the prior calendar year.
(b) No person, firm, corporation or association shall operate in this state without registering with such department.
(c) A knowing violation of this section shall be punishable by a civil penalty not to exceed five hundred dollars for each violation.
2. The fee to register shall be two hundred fifty dollars, except that no fee shall be charged in the case of a children's non-regulated camp operated by a person, firm, corporation or association for charitable, philanthropic or religious purposes.
3. Non-regulated camps shall not be required to register with the department under subdivision one of this section or pay any fee under subdivision two of this section until thirty days after the department has promulgated regulations and created any forms and notices necessary for a camp to comply with such subdivisions.
