The commissioner shall adopt rules and regulations implementing the provisions of this article. The commissioner shall be authorized to enforce the provisions of this article and to assess civil penalties in a manner consistent with sections two hundred thirteen, two hundred fifteen and two hundred eighteen of this chapter.
