1. This article shall not apply to any of the following cities: New York, Binghamton, Schenectady, Elmira, Beacon, Hornell, Olean and Poughkeepsie.
2. This article, with the exception of section fifty-six-a thereof, shall not apply to the city of Glens Falls and the city of Middletown.
