2. Regional planning councils shall be established. Two regions shall be established as follows:

The board shall in the consideration and development of policies, programs, and other actions, be guided by the goals of: improving the reliability of the state's energy systems; insulating consumers from volatility in market prices; reducing the overall cost of energy in the state; and minimizing public health and environmental impacts, in particular, environmental impacts related to climate change. Each energy plan shall also identify policies and programs designed to maximize cost-effective energy efficiency and conservation activities to meet projected demand growth.
