* § 14-211. Reports. The board shall submit a report to the governor, the temporary president of the senate, and the speaker of the assembly. Such report shall include:

1. 1. a list of the participating and nonparticipating candidates in covered elections and the votes received by each candidate in those elections;
2. 2. the amount of contributions and loans received, and expenditures made, on behalf of these candidates;
3. 3. the amount of public matching funds each participating candidate received, spent, and repaid pursuant to this title;
4. 4. analysis of the effect of this title on political campaigns, including its effect on the sources and amounts of private financing, the level of campaign expenditures, voter participation, the number of candidates, the candidates' ability to campaign effectively for public office, and the diversity of candidates seeking and elected to office; and
5. 5. recommendations for amendments to this title, including changes in contribution limits, thresholds for eligibility, and any other features of the system. * NB Repealed December 31, 2014
