1. 1. The Department shall publish a leaflet which summarizes and explains the requirements and provisions of this chapter.

2. 2. The Department shall:

   1. (a) Make copies of the leaflet available without charge to all licensed drivers in this State, to all public school pupils who are of driving age, and to the public.
   2. (b) Cause a copy of the leaflet to be delivered to each applicant for a new registration of a vehicle.
