The Administrator shall:

1. 1. Be jointly responsible to the Governor and the Commission.
2. 2. Direct and supervise all of the technical and administrative activities of the Commission.
3. 3. Perform any lawful act which the Administrator considers necessary or desirable to carry out the purposes and provisions of this chapter.
