Provide uniform policies for the administration of the business enterprise program operated by the state licensing agency (SLA), including:

1. A. establish and equip business enterprise program facilities in a satisfactory manner to provide employment opportunities to qualified legally blind persons;
2. B. assure availability of qualified licensed managers through the provision of skills assessment and indicated training to ensure a career development process;
3. C. provide management support services to business enterprise program licensed managers.
4. D. develop and maintain procedures for quality customer service;

5. E. attain the program’s financial self-sufficiency through its administration in an operationally efficient and cost-effective manner.
