Selection shall be based on the following considerations and preferences:

1. A. the ability, character, and qualifications of each applicant. This is to include a review of the applicants educational transcripts, letters of recommendation and references;
2. B. the demonstrated intent of the applicant to return to the state and practice in their eligible profession;
3. C. the academic ranking as determined by the eligible institution upon admission; and

4. D. the degree being sought by the applicant is deemed necessary to address the workforce needs of the population in New Mexico.
