The Director of the Office of State Human Resources or his or her designee:

1. (1) shall review every agency or university final agency decision (FAD);
2. (2) shall establish criteria and standards for the content of a FAD; and
3. (3) may approve as written or make recommendations for modifications or reversal to the agency.
