Pursuant to the escrow agreement consistent with Rules .2017 through .2028 of this Section, an escrow agent for the issuer's securities offering, including a lawyer, shall:

1. (1) collect at least the following information from the issuer or investors:

   1. (a) name of the investors;
   2. (b) residence of the investors;

   3. (c) the aggregate amount of securities sold during the offering, expressed as:

      1. (i) numbers of units of securities sold; and
      2. (ii) dollars raised by the sale of securities; and
2. (2) make such documents available to the Administrator upon request.
