The governor shall submit the projects proposed to be funded by the energy conservation program for the next biennium as a part of the budget required by 17-7-123. The governor shall make available, as provided by 17-7-124:

1. (1) the report prepared by the department; and
2. (2) the proposed method of financing the improvement.
