1. (1) This chapter must be liberally construed and applied to promote the underlying purposes and policies of this chapter.

2. (2) The underlying purposes and policies of this chapter are to:

   1. (a) simplify and clarify the law governing the rental of land to owners of mobile homes and manufactured homes and the rights and obligations of landlords and tenants concerning lot rentals; and
   2. (b) encourage landlords and tenants to maintain and improve the quality of housing.
