The person, association, or corporation owning or constructing a pipeline or other required infrastructure:
- (1) shall compensate a county for any damages done to any road or highway in the laying, construction, or maintenance of a pipeline, broadband, or other required infrastructure; and
- (2) shall promptly restore any road or highway to its former condition of usefulness, without interference with the traffic on it.
