1. (1) The user of a vehicle with a canceled or suspended registration is liable for all tolls, fines, and damages arising from the operation of the vehicle.
2. (2) The owner of a vehicle with a canceled or suspended registration may implead the driver of the vehicle in any suit money arising from the operation of the vehicle.
