1. (1) There is a pain management education and treatment account in the state special revenue fund provided for in 17-2-102 to the credit of the department.
2. (2) The account consists of money transferred into the account as provided in 50-46-345.

3. (3) Money in the account must be used by the department for:

   1. (a) efforts to educate the public about using pain management techniques and treatments that do not involve the use of opioid drugs; and

   2. (b) a block grant program to pay the costs of the following alternative pain management treatments for individuals who have no other payment source for the treatments:

      1. (i) acupuncture;
      2. (ii) chiropractic;
      3. (iii) physical therapy; and
      4. (iv) naturopathic physician services.
4. (4) The block grant program must be operated in accordance with criteria established by the department as allowed under 53-24-204.
