1. (1) The board shall meet at least once each year at a place and time determined by the presiding officer and at other times and places specified by the presiding officer to carry out the provisions of this chapter.
2. (2) Members of the board shall annually designate one member to serve as presiding officer and another member to serve as secretary-treasurer.
