1. (1) The commission shall submit its budget to the division.

2. (2) The commission shall expend any funds appropriated to it in the following priority:

   1. (a) payment of workers' compensation premiums for coverage of state hazardous material incident response team members;
   2. (b) training activities for the state hazardous material incident response team;
   3. (c) equal payments to each hazardous material incident response team as compensation for duties established in the plan; and
   4. (d) any remaining funds to be used at the discretion of the commission for programs related to the plan.
