(1) The Secretary of State will make available for purchase for noncommercial use by private individuals or entities, certain lists and reports of registered electors as recorded in the statewide voter registration system as provided in (2). The lists and reports will be made available electronically for purchase on the Secretary of State website. Fees for electronic files of the lists and reports are:
· Voter File/Voter History File:
o Statewide - $1,000 per copy
o Single County - $200 per copy
o Single Legislative Senate District - $150 per copy
o Single Legislative House District - $100 per copy
· Absentee Ballot Report - $1,000 per copy
· Petition Signers Report - $200 per copy for a single petition
· Annual subscription for ongoing access to offered files and reports - $5,000
(2) The following reports are available for purchase:
- (a) The “Voter File” is a list of voters with a current status of “active,” “inactive,” and “provisional.” The list contains the following data for each voter entered into the statewide voter registration system by the county election administrators: Assigned Voter ID; First Name; Middle Name; Last Name; Name Suffix; Voter Status; Residential Address house number; Residential Address street name; Residential Address street type; Residential Address street pre-directional code; Residential Address street post-directional code; Residential Address unit type code; Residential Address unit number; Residential Address City; Residential Address State; Residential 5-digit zip code; Residential Address complete address; Mailing Address line 1; Mailing Address line 2; Mailing Address City; Mailing Address State; Mailing Address 5-digit zip code; Mailing Address plus 4 zip code; Mailing Address complete; Phone Number; Birth Year; Current County; Precinct; Congressional District; State House District; State Senate District; Absentee indicator; City; and Ward.
- (b) The “Voter History File” is a list of information on voter participation in an election. It is sold as an optional part of the voter file and requires the voter history file match to a voter name by the assigned Voter ID. It consists of the following fields: Assigned Voter ID; Election Type; Election Date; Election Description; Election Jurisdiction County; and Voting Method.
- (c) The “Absentee Ballot Report” is a 45-day moving window report of absentee ballots issued to voters and received from voters for elections managed in the voter registration system. It consists of the following fields: Assigned Voter ID; First Name; Last Name; Middle Name; Name Suffix; Mailing Address Complete; Country; Birth Year; Absentee indicator; Election Type; Election Date; Election Description; Election Jurisdiction; Ballot Sent Date; Ballot Received Date; Ballot Status; and Ballot Status Reason.
- (d) The “Petition Signers Report” is a list showing the petition sheets and recorded signature lines for a petition. The list contains information as recorded by the county election administrators in the statewide voter registration system while processing each signature sheet submitted for a petition. It consists of the following fields: County; Submittal Number; Page Number; Line; Assigned Voter ID; Name; Address; Status; Verification Reason; House District; Circulator; and Processed Date.
