1. (1) Sixty days prior to each election, the Secretary of State shall install and advertise access to a toll-free telecommunications device for the deaf (TDD) for the purpose of providing:

   1. (a) information on registration;
   2. (b) voting aids available for the handicapped;
   3. (c) assistance under section 208 of the Voting Rights Act of 1965; and
   4. (d) procedures for voting by absentee ballot.
2. (2) The Secretary of State shall advertise the TDD number wherever possible.
