1. (1) Foster parents shall cooperate with the placing agency, implement decisions made by the department regarding the child, and support the department's permanency plan for the child.
2. (2) Foster parents shall permit and encourage contact and visitation between the foster child and the child's birth or legal family, including parents and siblings, except in those cases where a restriction of contact and visitation is part of a court order or the written case plan.
