1. (1) Any child under the age of 3 who is placed in a licensed foster home is eligible for a diaper allowance if:

   1. (a) the child is expected to be in foster care for more than 30 days;
   2. (b) the department is making foster care payments for the child; and
   3. (c) there is a need for diapers as documented by the placing worker.
2. (2) The amount of the diaper allowance is $1.67 per day per eligible child.
