1. (1) The following may not be restricted for any purpose, including behavior support plans or programs:

   1. (a) education and training services;
   2. (b) a safe environment to live, work, and receive treatment;
   3. (c) person-centered plan of care;
   4. (d) prompt medical, dental, and therapeutic care;
   5. (e) a nourishing, well-balanced diet;
   6. (f) assistance of an advocate;
   7. (g) exercise of voting rights;
   8. (h) opportunity for religious worship;
   9. (i) just compensation for work performed; and
   10. (j) right to grievance processes.

2. (2) The following acts are prohibited in the delivery of services to a person:

   1. (a) chemical restraint;
   2. (b) coercion;
   3. (c) corporal punishment;
   4. (d) exclusion time out;
   5. (e) mechanical restraint;
   6. (f) physical enforcement;
   7. (g) physical restraint, except as authorized as an emergency procedure set forth in ARM 37.34.1420;
   8. (h) restitutional overcorrection;
   9. (i) seclusion; and
   10. (j) abuse as defined in 52-3-803, MCA.
