1. (1) Prior to beginning construction of a new health care facility or before construction of an addition or alteration to a health care facility, the following plans and specifications must be submitted to the department for approval:

   1. (a) schematic plans which include but are not limited to:

      1. (i) single line drawings of each floor;
      2. (ii) the name of each room and the relationship of the various departments or services to each other and the room arrangement in each department must be noted;
      3. (iii) total floor area and number of beds must be noted on the plans;
      4. (iv) the proposed roads and walks, service and entrance courts, and parking must be shown on the site plan; and
      5. (v) if requested by the department, submission of a narrative regarding a specific schematic function to clarify and provide additional information.

   2. (b) the plans must be complete and adequate for bid, contract, and construction purposes, and include but are not limited to a complete set of the following:

      1. (i) civil;
      2. (ii) landscape;
      3. (iii) architectural;
      4. (iv) structural;
      5. (v) mechanical;
      6. (vi) plumbing;
      7. (vii) electrical; and
      8. (viii) special systems which include, but are not limited to, nurse call systems, fire alarms systems, and secured units.
   3. (c) specifications supplementing the working drawings to fully describe types, sizes, capacities, workmanship, finishes, and other characteristics of all materials and equipment.
2. (2) All submitted plans and specifications must be stamped by an engineer or architect licensed to practice in Montana.

3. (3) The department's approval of an alteration or addition to a health care facility shall terminate one year after issuance or upon completion and acceptance of the project.

   1. (a) A six-month extension is permitted upon request. The request must verify that plans are still the same and no changes have been made to the specifications.
