1. (1) A program may close voluntarily or may be closed involuntarily due to withdrawal of board approval. Prior to closure, the program must:

   1. (a) maintain the standards for nursing education during the transition to closure;
   2. (b) prepare and execute a plan that addresses the transition or placement of students who have not completed the program; and
   3. (c) make arrangements for the secure storage and access to academic records and transcripts.
