1. (1) The department must determine that within the jurisdiction being considered, there are available to the offenders:

   1. (a) appropriate mental health and substance abuse treatment disorder services;
   2. (b) adequate job opportunities;
   3. (c) opportunities for basic education, high schools equivalency education, technical training, and post secondary education; and
   4. (d) opportunities for volunteer and community service.
